What are my bidding options in Starter Edition
A bid is the amount that you are willing to pay each time your AdWords ad is clicked. This is called cost-per-click (CPC) pricing. Bidding is different from your budget, which is the total amount you want to spend over each month.
As a Starter Edition user, you can choose to have the AdWords system adjust your bids for you to earn the most possible clicks within your budget. This option, known as the Budget Optimizer, is turned on by default when you create your account. For the simplest possible operation of your account, we suggest that you leave the Budget Optimizer enabled.
