Yes. The Edit Settings page in your Starter Edition allows you to turn off the automatic bidding feature (known as the Budget Optimizer) and select your own maximum cost-per-click price for your account. The maximum cost-per-click is called the Max CPC.
When you create your Starter Edition account, the Budget Optimizer is enabled. The AdWords system automatically adjusts your bid for each impression depending on the amount of competition for that keyword, projected clickthrough rates, and other factors. The goal is to earn your ad the most possible clicks within your budget.
If you disable automatic bidding and set your own Max CPC, the price you set becomes your bid for every available impression for your ads. This can be useful if, for instance, you want to make sure you always have the maximum possible bid. Setting your own Max CPC may result in more or fewer clicks at higher or lower costs than with automatic bidding. As always, we encourage you to experiment and determine what works best for you.
Setting a Max CPC does not mean that you will be charged that full price for every click. The AdWords Discounter automatically reduces this amount so that the actual CPC you are charged is just one cent more than the minimum necessary to keep your position on the page. If your Max CPC price is 50 cents, and the next highest bid is 25 cents, you'll get the higher position for a price of 26 cents.
When you select advanced pricing options and set your own Max CPC, you'll see two new columns added to your My Ad Campaign page. The Average CPC column shows how much you actually pay for clicks on each keyword. The Position column tells you how high your ad is ranked, on average, relative to other ads for each keyword. This data can help you adjust your bids for maximum impact in the future.
Here's how to set your own Max CPC for your Starter Edition account.

On the Edit Settings page, find the section titled Bidding. Uncheck the box titled Google should set my bids for best results (Budget Optimizer).
Beneath the words Set maximum cost-per-click, enter the price you want to bid for all available impressions for your ads.
Click Save Changes.
Automatic bidding will now be disabled and your manual Max CPC will take effect. To return to automatic bidding in the future, visit the Edit Settings page and select Google should set my bids for best results (Budget Optimizer) instead.
